      摘  要:為提升河南省河湖信息化監管水平,給河(湖)長制全面推行提供技術支撐,需建設河湖信息化監管平臺。充分利用河南省電子政務云平臺資源,以及現有水利、水污染監測、國土等相關信息資源,整合現有各種基礎、監測、監控視頻、遙感及航拍影像等數據,重點建設信息資源規劃與數據庫、應用支撐平臺、業務應用系統、標準規范體系編制等,開發Web端+河長App+微信公眾號的多端聯合應用的河湖信息化監管平臺,建成“天、空、地、人”立體化監測網絡,打造出“互聯網+河長”模式,支持省、市、縣、鄉、村五級應用,實現河(湖)長制業務管理、地域職責、高效辦公全覆蓋,從而全面提升河南省河湖管理保護工作信息化水平。

      Abstract: In order to improve the level of informatization supervision of rivers and lakes in Henan Province, and to provide technical support for the full implementation of the river (lake) chief system, it is necessary to build a river and lake informatization supervision platform. Fully utilizing the resources of e-government cloud platform, existing water conservancy and water pollution monitoring, land and other related information resources, integrating various existing foundation, video surveillance, monitoring, remote sensing and aerial image data, focusing on planning of information resources, establishment of database, application support platform, business application system, and compilation of standard and specification system, the river and lake informatization supervision platform is developed, which consisted of Web terminal + river chief APP + WeChat public account. A three-dimensional monitoring network of "sky, space, ground, and people" is built, and the "Internet + river chief" model is created, which can support five-level application of province, city, county, township and village, realize full coverage of business management, regional responsibilities, and high-efficiency offices under the river chief system and lake chief system, so as to comprehensively improve the informatization level of river and lake management and protection in Henan Province.
