　　摘  要：針對山東水利防汛調度存在的信息獲取滯后、業務協同不足、智慧化水平不高等問題，結合水利行業對應急處置和科學決策等工作的實際需求，通過運用“互聯網+聯、大數據、人工智能、5G等技術，深度整合信息數據，高度集成調度功能，優化打造可視化展示，建設完成集數據采集、監視、分析、研判、決策等功能于一體的山東省水利防汛調度會商系統，滿足水旱災害處置、河湖管理、水資源監管、水利工程建設等不同業務指揮調度決策需求。實踐證明，山東省水利防汛調度會商系統顯著提升行業指揮調度能力，為防汛決策提供有效技術支撐，并可作為水利行業強監管的重要抓手。

　　Construction and application of water conservancy flood control dispatching and consultation system in Shandong Province

　　Abstract: In view of the existing problems in flood control dispatching, such as lag in information acquisition, lack of business synergy and low intelligent level, combining the demand of emergency handling and scientific decision, a water conservancy flood control dispatching and consultation system in Shandong Province, which integrates data collection, monitoring, analysis, research and judgment, and decision-making, is completed, using Internet Plus, big data, artificial intelligence, 5G and so on. The system deeply integrates information and data, highly integrates dispatching functions, and optimizes the visual display，which satisfies the command and dispatch decision-making needs of different businesses, such as flood and drought disasters disposal, river and lake management, water resources regulation, and water conservancy project construction. As it turns out, water conservancy flood control dispatching and consultation system in Shandong Province significantly improves the command, and dispatch ability of the industry, provides effective technical support for flood control and decision-making, and can be used as an important point for strong supervision in water conservancy industry.
