      摘 要:為實現水土保持監管規范化和現代化,按照水利部關于水土保持信息化建設總體部署和智慧太湖建設要求,立足太湖流域片水土保持監管監測業務實際,基于工作流理念,在全面串聯分析流域生產建設項目水土保持監管監測業務的不同用戶對象,不同階段的工作邏輯和流程、數據信息及流向的基礎上,提出太湖流域片生產建設項目水土保持監管服務平臺的結構框架與工作流程模型的總體設計,并介紹平臺應用子系統的主要功能。基于工作流的太湖流域片生產建設項目水土保持監管服務平臺,實現水土保持全業務全流程的無紙化、自動化、精細化閉環管理,滿足相關用戶的信息化需求,可良好適應新形勢下水土保持監管工作要求,促進水土保持工作模式、管理方式轉型。

      Development of supervision and service platform for soil and water conservation in Taihu Lake Basin based on workflow

      Abstract:To realize the standardization and modernization of soil and water conservation supervision, according to the master planning of soil and water conservation informatization and the requirements of “Intelligent Taihu Lake” development, this paper proposes the general design of the framework and workflow model of the soil and water conservation supervision service platform in the Taihu Basin based on the concept of workflow. Considering the actual situation of soil and water conservation, the paper introduces the main functions of the system, based on a comprehensive analysis of the working logic and process, data information and flow direction of different users in different stages of the soil and water conservation supervision and monitoring business for the projects in the basin. The supervision and service platform realizes the paperless, automatic, and refined closed-loop management of the whole process of soil and water conservation, and meets the information needs of relevant users. This platform can well adapt to the requirements of soil and water conservation supervision under new development situation, which promotes the mode transformation of soil and water conservation management.
