　　摘 要：為更好地發揮電子證照應用在深化“放管服”改革中的重要支撐保障作用，水利部以取水許可電子證照建設為試點，依托全國一體化在線政務服務平臺，以建立統一的電子證照生成接口規范、編碼體系、數據庫、共享體系為宗旨，以統一平臺、統一取水許可電子證照標準、資源整合共享、減證便民服務為核心，搭建包括綜合管理、證照目錄、統計分析、系統管理四大子系統的全國統一的取水許可電子證照系統。試點應用表明：推行取水許可電子證照系統應用，可實現省、市、縣三級行政區證照系統對接功能，全面實行取水許可政務服務“一網通辦”，提升水資源管理政務服務規范化、便利化水平，減證便民成效顯著，對依法加強取用水管理具有重要意義。

　　Development and application of electronic license system for water abstraction permit of Ministry of Water Resources

　　Abstract：In order to maximize the performance of electronic license in the reform of “releasing, regulating and serving”, the Ministry of Water Resources takes the development of electronic license for water abstraction permit as a pilot project. Based on the national integrated online government service platform, the purpose of developing the system is to establish a unified specification of electronic license generation interface, coding system, database and sharing system. With a core of the unified platform, unified electronic license standards, resource integration and sharing, and convenient services for citizens, the national unified electronic license for water abstraction permit system consists of four subsystems, including integrated management, license catalog, statistical analysis, and system management. The pilot application shows that the implementation of this system can realize the connection between the the provincial, municipal and county license systems, which realizes water abstraction permitting within one integrated network. The system improves the standardization and convenience of government services for water resource management, and achieve remarkable results in benefiting citizens, which is of great significance to strengthening water abstraction management according to law.
