      摘 要:科學數據共享對增強國家科技創新能力、促進社會和經濟發展具有重要意義。為提升大數據背景下長江水文數據資源共享能力,在分析研究水文數據特點的基礎上,提出水文數據開放能力的相關概念,同時結合水文數據開放應用需求,對構建具備數據和能力開放應用的開放平臺建設體系進行研究,設計水文數據開放平臺總體框架和功能結構。在此基礎上,通過分析長江水文建設水文數據開放平臺的基礎和條件,提出開放平臺的主要建設內容,闡述開放平臺建設在數據開放范圍、質量保障、開放友好性和安全性等方面面臨的挑戰,并針對性地從開放機制、產品形式、應用生態等方面提出對策建議,為開放平臺落地應用提供重要技術保障。

      Design and research on Yangtze River hydrological data open platform under big data

      Abstract: Scientific data sharing is of great significance for enhancing national scientific and technological innovation capabilities and promoting social and economic development. In order to improve the sharing ability of the Yangtze River hydrological data resources under the background of big data, the related concepts of hydrological data are proposed based on the study of hydrological data characteristics. At the same time, in combination with the open application requirements of hydrological data, this paper studies the construction of an open platform construction system with open applications of data and capabilities, and proposes the overall framework and functional structure of the open hydrological data platform. By analyzing the foundation and conditions of the hydrological data open platform for the construction of the Yangtze River hydrology, this paper designs the construction contents of the open platform, explains the challenges of platform construction in terms of data open scope, quality assurance, open friendliness and security, and puts forward countermeasures and suggestions from the aspects of open mechanism, product form, application ecology, etc., which could provide an important technical guarantee for the application of the platform.
