　　摘 要：為彌補河長制信息化建設的缺失，提高河長制工作效率，以瀘縣整合共享水利信息化試點項目為契機，建設覆蓋縣、鎮(街道)、村三級的河長制管理系統。根據“五統一”要求，結合瀘縣河長制工作政策指導及現階段實際重點工作業務需求，通過實現瀘縣河湖一張圖可視化展示，著重細化巡河業務，梳理事件處理及流轉流程建立事件里程碑記錄，組合考核指標及項目形成考核方案等手段，建設適用于瀘縣河長制工作的信息化系統。瀘縣河長制管理系統的建設不僅實現瀘縣河長制工作業務基本需求，提升河長履職督促力度，還形成內容完善、標準統一的信息數據目錄，配合其他水利相關數據，進一步實現瀘縣水務局內部間及瀘縣水務局與其他單位間水利數據資源的整合共享，為瀘縣水利管理、防汛減災和輔助決策提供充足數據信息資源。

　　Management system design and implementation of River Chief System in Lu County

　　Abstract: In order to improve work efficiency and make up for the lack of information construction of River Chief System, a river chief management system covering county, town (street) and village levels is built based on the pilot project of water conservancy information integration and sharing in Lu County. According to the requirements of “unified portal, unified business application system, unified application support platform, unified spatial information service platform, and unified data resources”, as well as combing the policy guidance of River Chief System with the actual and pivotal working needs of River Chief System in Lu County, an information system suitable for River Chief System in Lu County is built by building a visual map of the rivers and lakes, focusing on refining the river patrol business, sorting out the event processing and flow process, recording milestones, and combining assessment indicators and items. The construction of management system of River Chief System in Lu County, not only satisfies the contents of vocational works of River Chief System in Lu County and improves the supervision of discharge of duties of river chiefs, but also forms the information data directories with perfect contents and unified standards. By cooperating with other water conservancy related data, integration and sharing of data resources within Lu County Water Bureau and between Lu County Water Bureau and other units are realized, which provides sufficient information resources for water conservancy management, flood control and disaster reduction and auxiliary decision-making in Lu County.
