　　摘 要：對照國家和智慧水利的要求，分析建設智慧黃河的重要性，基于智慧水利總要求，提出智慧黃河的概念、參考框架和6個能力特征。智慧黃河就是以人與自然和諧共生理念為指導，以讓黃河成為造福人民的幸福河為目標，以科學完善的管理體制機制、法律法規、技術標準、工程技術、信息通信技術等多要素有機驅動，實現黃河流域自然水系、經濟社會、水生態環境三者健康和諧共生的動態平衡狀態。智慧黃河是智慧水利在黃河流域的具體實現。闡述主要建設內容，包括構建數字孿生流域、流域模擬仿真平臺、智能業務應用體系;提出建設保障措施。建設黃河流域數字化場景，將黃河流域影響區域內的自然地理、經濟社會和生態環境的歷史和現勢狀態映射到信息空間，是智慧黃河的基礎;構建黃河數字孿生流域，實現流域重點對象與其孿生體的孿生性，是實現智慧黃河的關鍵。

　　Research on Concept and Content of smart Yellow River

　　Abstract：According to the requirements of the state and smart water conservancy, and based on the general requirements for smart water conservancy, this paper analyzes the importance of building smart Yellow River, and puts forward the concept, reference architecture and six capacity characteristics of smart Yellow River. Smart Yellow River, guided by the concept of harmonious coexistence between man and nature, and organically driven by the many factors (including scientific and perfect management system and mechanism, laws and regulations, technological standards, engineering technology, information and communication technology), is a dynamic balance process to realize healthy and harmonious symbiosis of the natural water system, economic society system and water ecological environment, aims to make Yellow River a happy river for the benefit of the people. Smart Yellow River is the concrete realization of smart water conservancy in Yellow River Basin. The main construction contents are described, including the construction of digital twin watershed, watershed simulation platform and intelligent business application system; the guarantee measures are put forward. Building a digital scene of Yellow River Basin and mapping the history and current status of physical geography, economy, society and ecological environment in the affected areas of the Yellow River basin to the information space is the basis of the "Smart Yellow River"; Constructing the digital twin basin of the Yellow River and realizing the twinning between the key objects of the basin and their twins is the key to the realization of smart Yellow River.
