　　摘 要：水利信息資源目錄是水利信息共享交換的基礎與關鍵。對水利信息資源目錄的分類體系、元數據項、編碼規則、編制流程等編制要點進行解析，理清水利信息資源目錄在分類體系、元數據項等方面與現行水利行業標準規范的關系，通過對比分析明確水利信息資源代碼與政務信息資源代碼在編碼規則上的協調一致，針對類目設置、資源調查、編制報送等目錄編制環節重點問題提出可行建議，對水信息基礎平臺目錄服務系統等編制工具的功能模塊和數據流程進行分析，總結當前水利部在水利信息資源目錄編制、匯交和共享服務等方面的實踐成果，為通過水利部的或自建的水信息基礎平臺編制水利信息資源目錄的單位和人員提供參考，為實施《水利信息資源管理共享辦法(試行)》提供支撐。

　　Analysis on compilation essentials of water information resource directoryry

　　Abstract: The directory of water information resource is the foundation and key of its sharing and exchange. This article analyzes the classification system, metadata items, coding rules and cataloging process, etc. of the water resource information directory, clarifies its relationship between water information resource directory in term of classification system, metadata items and the current water industry standards, illustrates the coding rule consistency between the directories of the water resource information and the government information through contrastive analysis, and proposes feasible suggestions for the key points in the processes of classification, investigation, cataloging and submission, etc. It introduces the main function module and the data flow of the data resource directory management system of the water information basic platform, summarizes the practical achievements of the Ministry of Water Resources in the compilation, submission and sharing of the water resource information directory, provides references for units and individuals who catalogs water information resource through the platform or self-built water information basic platform, and provides support for the implementation of the Measures for Management and Sharing of Water Resource Information (Trial).
