　　摘 要：新型冠狀病毒肺炎疫情在加速水利行業對信息網絡技術需求的同時也給網絡安全防守工作帶來新挑戰。為克服疫情管控對網絡安全實戰演練防守工作帶來的影響，太湖流域管理局分析當前網絡安全工作面臨疫情管控暴露出的短板，充分將人防加技防的理念落實到實戰演練中，開展互聯網云端聯防，骨干網邊界反滲透，筑牢安全意識，創新激勵機制，以及基于流量為核心的全面監測預警與動態安全處置等一系列針對性舉措，促進網絡安全工作向主動、縱深、動態、精準化發展，彌補疫情管控對現有網絡安全防守架構的沖擊，為太湖局在本次水利網絡安全實戰演練中名列前茅提供有力支撐，相關舉措及啟示可為其他單位在疫情常態化管控下做好實戰網絡安全防守工作提供借鑒。

　　Defense measures and enlightenment in the demonstration of water conservancy cyber security under the normalization of epidemic situation

　　Abstract：The COVID-19 epidemic has not only increased the demand for information network technology in the water industry, but also brought new challenges to network security defense. In order to overcome the impact of epidemic control on the demonstration exercises of network security defense, Taihu Basin Authority of Ministry of Water Resources(TBA)analyzed the shortcomings of the current network security and fully implemented the concept of personnel defense and technical defense into the water conservancy cyber security. A series of targeted measures are taken, including the Internet cloud defense, boundary defense of main system network, safety education, innovation incentive mechanism, as well as comprehensive monitoring and early warning, dynamic safe disposal based on the flow as the core. These measures promote an active, deep, dynamic and precise development of network security work, which can make up for the impact of epidemic control on the existing network security defense architecture, and provide strong support for the TBA in demonstration exercises of water conservancy network security. The relevant measures and results can provide reference for other organizations to improve their network security defense under the normalized control of the epidemic.
