摘 要:針對我國防洪減災業務流程未打通、數字底板不完全、孿生場景難構建、決策支持不到位等現狀問題,基于水利部數字孿生建設和流域防汛“四預”能力提升的總體要求,研究一站式防汛流程搭建、數字孿生場景實現、防汛結構化知識體系構建等關鍵技術,應用關鍵技術梳理平臺數字化需求,設計并研發數字孿生流域防汛“四預”平臺,實現流域自預報預警、形勢研判、決策調度至搶險支持等全流程封閉的一站式防汛。“四預”平臺先后在浙江錢塘江、雄安白洋淀、濟寧泗河流域及鄭州賈魯河等上線應用,實踐應用表明:“四預”平臺有助于提高流域防汛的“四預”能力,對加強水庫攔蓄、保障大壩安全、提高搶險效率、降低人員影響、減少經濟損失等起重要作用,具有一定的實用價值。

Abstract:In view of current problems that flood control and disaster reduction business process and digital baseplate are incomplete, development of digital twin scenarios is difficult, and decision-making support is inadequate, this paper analyzes key technologies such as one-stop flood control process development, digital twin scenario realization, development of flood control knowledge system. The requirements of digital platforms are defined by applying these key technologies, to develop a digital twin basin flood control “Four-Pres” platform, which is based on the overall requirements of the Ministry of Water Resources. The platform has realized a one-stop flood control with closed whole process, from basin forecasting and early warning, situation judgment, decision-making, operation, regulation to emergency rescue support. The “Four-Pres” platform has been launched in the Qiantang River Basin in Zhejiang, the Baiyangdian Basin in Xiong'an, the Sihe River Basin in Jining and Jialu river in Zhengzhou. The practical application shows that the platform helps to improve the “Four-Pres” capabilities of flood control in the basin, and plays an important role in improving reservoir detention, ensuring dam security, improving rescue efficiency, and reducing casualties and economic losses, which has certain practical value.
