摘 要:傳統水利業務應用系統存在信息查詢效率不高、功能操作步驟繁瑣、系統應用專業性強等問題,導致系統在基層推廣應用難度大,也影響信息系統效益最大化發揮,嚴重制約水利信息化的發展。設計開發一種基于智能語音技術的基層防汛語音服務平臺,通過私有化部署語音支撐軟件、完善水利行業語料庫,構建智能語音引擎及防汛抗旱專題知識庫,并結合高精度的語音識別服務和語義解析服務,賦予基層防汛信息化平臺采用自然語句的形式進行查詢和執行防汛業務的能力。用戶可通過語音命令完成實現對各種防汛基礎數據、實時監測信息及業務應用信息的查詢和操作。平臺建成并投入使用后,為防汛、搶險、山洪災害防御等業務管理工作提供全面高效的技術支撐。

Abstract: Due to the low efficiency of information query, the cumbersome functional operation steps, the strong professionalism of system application, and other inadequacies existing make the traditional water-related application software system difficult to popularize and apply at the grass-roots level. And therefore it restricts the information system and be hard to maximum the benefits of the information system. Based on the intelligent voice technology, the grass-roots flood control voice service platform is designed and developed by deploying the voice support software through privatization, improving the corpus of water conservancy industry, constructing the intelligent voice engine and the special knowledge database of flood control and drought relief. The platform provides the grass-roots flood control information platform with the ability to query and execute flood control business in the form of normal sentences combined with high-precision voice recognition services and semantic analysis services. All users can query and operate various basic data, real-time monitoring information and flood control information by their voice command. The platform supports the flood control, rescue and mountain flood disaster prevention.
