      摘 要:新疆水資源管理工作存在一級取水口自動化監測覆蓋不全,各級用水管理單位對監測數據和業務管理標準不統一,信息資源存在管理孤島等問題。采用SOA技術,基于新疆水利一張圖,構建包括基礎數據搜集整理、數據接入、信息化應用和支撐保障體系等建設內容的新疆用水總量管理信息系統,從下至上分為采集感知層、數據支撐層、服務支撐層和業務應用層四層架構;利用數據交換技術,編制并按照《新疆地表水、地下水取用水監測數據集成技術指南》要求,對國家水資源監控能力建設新疆一期、二期工程項目和各地(州、市)縣(市、區)自行建設的一級取水口取用水監測數據,進行脫敏、匯聚及分析應用;建立數據考核機制,確保系統數據的實時更新。新疆用水總量管理信息系統可有效提升新疆水資源用水總量管理工作效率,為實行最嚴格水資源管理制度考核提供有力的技術支撐。

      Research on Xinjiang total water consumption management information system

      Abstract:There are drawbacks in water resources management in Xinjiang, such as incomplete automatic monitoring coverage of primary water intake, disunity of monitoring data and business management standards of water management units at all levels, Information Silo, etc. Based on the Service-Oriented Architecture (SOA) , the total water consumption management information system of Xinjiang is constructed with the map of Xinjiang water conservancy. It consists of basic data collection and collation, data access, informatization application, support and guarantee system. The system is divided into four layers from bottom to top: acquisition and perception layer, data support layer, service support layer and business application layer. Using data exchange technology, according to Xinjiang Technical guide for monitoring data integration of surface water and groundwater intake, the research masks, integrates and analyzes the water intake monitoring data derived from the national water resource system and the local cities and countries’ self-build-up primary water intake. Through the establishment of data assessment mechanism, the update of data is ensured. The system can improve the efficiency of Xinjiang water consumption management, and provide strong technical support for the implementation of the strictest water resources management.
