      摘 要:針對水利輿情及業務工作對互聯網輿情大數據的需求,研究利用大數據、自然語言處理等技術,基于多模態智能分析架構,采用知識圖譜、信息萃取、價值識別等手段,開展信息價值點、敏感點、關鍵點、發酵點的發現及標引和提取,建設水利輿情大數據分析平臺。平臺運行有效地推動輿情工作及水利業務工作的融合,擴大水利輿情工作的深度和廣度,驗證水利業務系統利用互聯網維度數據途徑的可行性,打開互聯網維度數據與水利業務數據疊加的發展空間,提升輿情大數據的價值密度,可為水利部門戶網站、河(湖)長制管理、水資源管理、水資源大數據分析等業務系統,提供業務數據支持和分析決策支撐。

      Abstract: According to the demand of water conservancy public opinion and business work for Internet public opinion big data, based on multi-modal intelligent analysis architecture, a water conservancy public opinion big data analysis platform is constructed by using big data, natural language processing and other technologies, using knowledge atlas, information extraction and value identification to find, index and extract information value points, sensitive points, key points and fermentation points. The operation of the platform effectively promotes the integration of public opinion work and water conservancy business work, expands the depth and breadth of water conservancy public opinion work, verify the feasibility of the water conservancy business system using the Internet dimension data approach, open the development space for the superposition of Internet dimension data and water conservancy business data, improve the value density of public opinion big data, which could provide business data support and analysis decision support for business systems such as the portal website of the Ministry of Water Resources, river and lake chief system management, water resources management and water resources big data analysis.
