      摘要:為在長江大保護水環境綜合治理工程建設中形成智慧管控新模式,提升長江大保護沿線城市排水系統運行效率。從智慧水務標準發展現狀和長江大保護政策背景出發,根據長江大保護水環境治理業務應用和智慧水務技術要點,提出“智慧+水環境”標準體系建設路徑,構建長江大保護智慧水務標準體系框架。標準體系框架將標準分為政策法規,以及基礎、通用、專用標準4類,每1類別下分為2個層級。同時在基礎和通用標準中提出針對大保護業務定制化標準規范的建設思路,以彌補目前智慧水務標準頂層設計缺失和部分領域規范空白。提出的標準體系框架能夠指導長江大保護智慧水務全周期建設,為進一步加強城市智慧水務平臺的通用性和先進性提供技術參考。關鍵詞:長江大保護;智慧水務;水環境;標準體系

      Study on framework design of smart water affairs standard system for Yangtze River protection

      Abstract: In order to improve the operation efficiency of urban drainage system of Yangtze River protection, and form a new intellectual management and control mode in the construction of water environment comprehensive treatment project, based on the development status of smart water affairs standards and the background of Yangtze River protection policy, the construction path of “smart + water environment” standard system is proposed and the framework of Yangtze River protection smart water affairs standard system is constructed to the business application of Yangtze River protection water environment treatment and the key technical points of smart water affairs. The framework of standard system divides standards into four categories: policies and regulations, basic standards, general standards and special standards, each of which is divided into two levels. Meanwhile, the construction idea of customized standards and specifications for the protection business is proposed in the basic and general standards, so as to make up for the lack of top-level design and the gaps in some areas of standards. The standard system frame can cover the life-cycle construction of smart water affairs in Yangtze River and provide technical reference for further strengthening the universality and advancement of urban smart water affairs platform.
