　　摘 要：黃河流域生態保護和高質量發展上升為國家戰略。通過研究云計算等新一代信息技術在開發黃河防洪工程感知、暴雨洪水監測預警、防汛料物管理、政務辦公系統、智能巡河等智慧應用系統，以及建設防汛通信和計算機網絡系統等方面的應用實踐，探索構建覆蓋河道、灘區、防洪工程，為各級黃河防汛機構服務的智慧黃河體系，創新黃河防汛業務流程和業務模式、滿足當前工作的急需、積累寶貴數據資源和數字化智慧化應用經驗，應對黃河治理新階段面臨的新挑戰。新一代信息技術在黃河治理管理中逐步深入應用，必將推進算據、算法、算力建設，賦能治黃業務管理現代化，在黃河治理管理現代化進程中發揮巨大推動作用。

　　Abstract：Ecological protection and high-quality development in Yellow River Basin have become national strategies. This paper aims to explore the application practice of new generation information technology such as cloud computing in the development of intelligent application systems such as Yellow River flood control project perception system, rainstorm flood monitoring and early warning system, flood control material management, government office system and intelligent river patrol system, as well as the construction of flood control communication and computer network system, so as to explore the construction of flood control projects covering river courses, beach areas and flood control areas. It serves Yellow River flood control institutions at all levels innovates Yellow River flood control business process and business model, meets the urgent needs of the current work, accumulates valuable data resources and digital intelligent application experience, and responds to the new challenges faced by the new stage of Yellow River governance. The gradual and in-depth application of the new generation of information technology in the management of Yellow River will certainly promote the construction of data, algorithms and computing power, enable the modernization of Yellow River management business, and play a great role in promoting the modernization of the management of Yellow River.
