　　摘要：取水許可電子證照系統是水利部統一開發，要求各省水行政主管部門負責實施的一項重要工作。為推進新疆水利取水許可電子證照建設工作，新疆擬建設水利電子證照共享服務平臺系統，實現全國取水許可電子證照庫與新疆地方在線政務服務平臺、取水許可審批系統、電子印章管理系統等的信息對接。分析新疆水利取水許可證照審批需求，采用多層架構的B/S結構和Java語言技術、Web Service等技術方法，從總體架構、技術線路、平臺設計、應用系統方面對新疆水利廳電子證照共享服務平臺的構架方案及建設可行性進行探討，并對平臺系統的應用情況進行論述，為同類項目建設提供技術借鑒。

　　Design and implementation of Xinjiang water conservancy electronic water-intaking licensing sharing service platform system

　　Abstract The electronic water-intaking permit license system is an important work which is developed by the Ministry of Water Resources and required to be implemented by the water administrative departments of all provinces. In order to promote the construction of water conservancy electronic water-intaking permit licenses in Xinjiang, relevant department plans to build an electronic license sharing service platform system to realize the information docking between the national water-intaking permit electronic license database and Xinjiang local online government service platform, water-intaking license approval system, electronic seal management system and other systems. This paper analyzes the approval requirements of Xinjiang water conservancy water-intaking permit license, adopts the B/S multi-layer structure, Java language technology, Web Service and other technical methods, and discusses the framework scheme and construction feasibility of the electronic license sharing service platform of Xinjiang water conservancy department from the aspects of overall structure, technical circuit, platform design and application system. Discussing and expounding of the platform system are carried out, which provides a technical reference for the construction of similar projects.
