　　摘 要：針對智慧水利建設過程中存在的基礎數據不統一，對象代碼不統一，數據標準不一致，同一數據在不同業務和層級之間存在重采、重存等問題，根據智慧水利建設頂層設計和水利信息化相關標準規范要求，結合項目實踐經驗與思考，總結省級智慧水利數據標準體系建設的總體思路、主要內容和方法。從管理組織、制度、保障措施等方面落實標準體系建設前置條件;按業務領域、數據類型、數據質量問題、系統開發時間等緯度推動標準化建立過程;從基礎、采集傳輸、存儲管理、質量管理、安全管理、共享與服務等 6 個方面提出數據標準體系框架，并從技術層面對框架具體實踐方法和要點進行闡述。總結成果符合水利行業實際情況，可為智慧水利數據中心建設提供技術參考。

　　Development of provincial smart water data standard system

　　Abstract：In view of the problems such as the inconsistency of basic data, non-uniformed object codes, inconsistent data standards, and the re-acquisition and re-storage of the same data between different businesses and different levels in the process of intelligent water development, this paper summarizes the general idea, main contents and methods of the development of provincial intelligent water data standard system based on practical experience and thinking. Based on the top-level design of the development of smart water and the requirements of relevant standards and specifications of water informatization, the preconditions for the development of the standard system are implemented from the aspects of management organization, regime and maintenance. The standardized development process is promoted from the dimensions such as business field, data type, data quality problems and development time. The data standard system framework is proposed from the aspects of the foundation, acquisition, storage, quality, security, sharing and service. The specific practical methods and key points of the framework are explained technically. The results comply with the actual conditions of the water conservancy industry and can provide technical reference for the development of smart water data center.
