　　摘 要：小型水庫作為水利工程的重要組成部分，是減災興利的重要工程措施。然而，小型水庫存在管護資金有限、技術水平低、信息掌握不及時等問題。根據國務院針對小型水庫基礎安全監測建設的要求，結合小型水庫運行管護投資現狀及問題，提出采用租戶方式搭建小型水庫管理平臺，實現小型水庫管護單位在應用上共享，數據上獨立存儲、安全隔離，解決小型水庫管護單位在管護資金有限的情況下對信息平臺的急迫需求，提升小型水庫的管護效能，保障人民生命和財產安全。以廣東省清遠市陽山縣應用情況為例，闡述基于租戶方式的小型水庫管理平臺在陽山縣小型水庫運行管護過程中的應用。實踐案例證明，該平臺能夠有效降低小型水庫管理難度和管理平臺的資金投入。

　　Design of small reservoir management system on tenant-based platform

　　Abstract：As an important part of water conservancy projects, small reservoirs are important engineering measures for disaster reduction and benefit promotion. However, small reservoirs have some problems, such as limited financial funds, low technical capacity, untimely information collection and so on. According to the requirements of the State Council for the basic safety monitoring and construction of small reservoirs, this paper proposes to develop a small reservoir management platform by means of tenants considering the current problems, so as to realize the application sharing, independent data storage and safe isolation of small reservoir management bodies. This platform can solve the urgent needs of small reservoir management bodies for the information platform under the condition of limited funds, improve the management and protection efficiency of small reservoirs and ensure the safety of people’s lives and property. Taking Yangshan County, Qingyuan City, Guangdong Province as an example, this paper explains the application of tenant-based small reservoir management platform in the operation, management and protection process of small reservoirs, which improves small reservoir management and the capital investment of the management platform.
