　　摘 要：為規范水利信息化項目設計概(估)算編制，合理確定投資，針對水利信息化項目多學科、多行業交叉融合的特點，通過分析國內外相關標準規定，調研典型水利信息化項目實際情況，側重解決概(估)算編制的重難點問題。提出符合水利信息化實際的項目劃分、費用組成與單價構成，并結合軟、硬件費用編制的特點，給出相關計算方法，最后通過實例應用驗證相關結論。結果表明：水利信息化項目有別于常規水利工程以土木工程為主的特點，是以附加值含量高的軟硬件設施設備為主體的新型基礎設施項目，設計概(估)算編制應注重合理確定軟硬件設備價格，根據項目實際情況科學劃分并計算相關費用，才能滿足項目設計概(估)算階段投資控制的需要。

　　Study on design and cost estimation of water conservancy informatization projects

　　Abstract：In order to standardize cost estimation and reasonably estimate investment costs, based on the water resources informatization projects, this study analyzes relevant domestic and foreign standards and regulations, investigates the actual situation of typical water conservancy informatization projects, and focuses on solving the key problems of cost estimation. This study proposes the project division, cost and unit price composition in line with the actual situation of water conservancy informatization, and gives relevant calculation methods in combination with the features of software and hardware cost estimations, and verifies the conclusions through practical application. The results show that water conservancy informatization projects are different from conventional water conservancy projects which are usually characterized by civil engineering. They are a new type of infrastructure project with high added value of software and hardware facilities as the main body. Cost estimation should pay attention to the reasonable pricing of software and hardware equipment, as well as scientific categorization and calculation of related costs according to the actual situation of the project. The requirements of investment control in the project cost estimation stage can then be fulfilled.
