　　摘 要：針對水務信息化建設存在的業務系統之間相互孤立、數據煙囪式存儲等問題，為整體提升智慧水務對業務管理的支撐能力，結合深圳市水務信息化建設現狀，探索深圳市智慧水務建設總體工作框架和戰略思路。構建“兩維+四步”智慧水務建設總體框架，在理清各建設階段組織、業務、流程關系的基礎上，明確支撐業務活動的信息化工具，按照現狀問題盤點、業務全景梳理、業務流程再造、數據流程匹配4個步驟，提出定目標、定框架、定內容“三步走”的戰略思路，推進智慧水務建設。實踐表明：智慧水務建設須以業務場景梳理為基礎，以未來場景應用為核心，以數據治理為關鍵，強化智慧水務頂層設計，分階段逐步推進。

　　An exploration of general framework and strategic thinking of smart water development in Shenzhen City

　　Abstract：There are some problems in smart water development, such as system isolation, information island and so on. In order to improve the overall support ability of smart water to business management, the framework with two dimensions in four steps is developed based on current situation of smart water in Shenzhen. Based on clarifying the relationship between organizations, business and process in each development stage, the information tools for supporting business activities is determined. The smart water development is promoted according to four steps which are current problems analysis, business scenario sorting, business process regeneration and data process matching. This paper proposes a “three steps” strategy which is goal setting, framework development, and content design. The relevant practice shows that smart water development should be able to support the top-level design and to be boosted in stages. The whole process is based on business scenario sorting, with the future scenario application as the core and data governance as the key.
