　　摘要：針對目前農村水利水電業務系統分散、年代久遠無法滿足日益增長的業務化管理需要等突出問題，采用微服務架構對系統進行優化重組，開發一套以環境層、數據層、支撐層、應用層、展現層和用戶層為主體，標準規劃與安全保障、運維與質量保障體系為支撐的“6+2”層次體系的全國農村水利水電信息管理系統。該系統采用分布式部署技術和全新的軟硬件環境，實現數字大屏一體化展示，農村水利水電工程全部集成到一張圖上，根據農村水利水電業務需要匯集降雨、土壤墑情等多源信息，充分貼合業務需求建立水利部、省、市、縣和工程管理單位五級的用戶分類權限體系，為向數字化管理、智慧化模擬和精準化決策奠定基礎。

　　Integration and transformation of national rural water conservancy and hydropower information management system

　　Abstract: The decentralized and ancient information systems of rural water conservancy and hydropower can no longer meet the growing needs of administrative management, and therefore a new national system with "6 + 2" level is developed and optimized by using the micro-service architecture. It takes the environment layer, data layer, support layer, application layer, display layer and user layer as the main part, and standard planning and security, operation and maintenance system as the support part. It adopts distributed deployment technology and new software and hardware environment to realize the integrated display of digital large screen. All rural water conservancy and hydropower projects have been integrated into one map. The system collects multi-source information such as rainfall and soil moisture, to fully meets the business needs. It also establishes a five-level user classification authority system of Ministry of Water Resources, province, cities, counties and project management units so as to lay the foundation for digital management, smart simulation and accurate decision-making.
