　　摘 要：水利部黨組明確智慧水利是水利高質量發展的顯著標志，智慧水利建設是推動新階段水利高質量發展六條實施路徑之一。《“十四五”智慧水利建設規劃》作為“十四五”水安全保障規劃的重要專項規劃之一，是指導“十四五”時期全國智慧水利建設的綱領性文件，水利信息化發展現狀定位及智慧水利建設面臨形勢分析、建設目標設定、建設任務確定、重點工程布局等是編制工作首先要解決的關鍵問題。就編制過程中對上述關鍵問題如何進行分析、其相關內容如何確定進行解讀，幫助對《“十四五”智慧水利建設規劃》更好的理解。

　　Abstract: Ministry of Water Resources of the People’s Republic of China has made it clear that smart water conservancy is a significant symbol of high-quality development of water conservancy, and smart water conservancy construction is one of the six Implementation Paths to promote high-quality development of water conservancy in the new stage. As an important special part of the 14th Five-Year Plan for National Water Security Assurance, The 14th Five-Year Plan for Smart Water Conservancy Construction Plan is a programmatic document guiding the national smart water conservancy construction during the 14th Five-Year Plan period. The positioning of the current situation of water conservancy informatization development and the situation analysis of smart water conservancy construction, the setting of construction objectives, the determination of construction tasks, the layout of key projects etc., are the key issues to be solved first. It will help to better understand The 14th Five-Year Plan for Smart Water Conservancy Construction Plan.
