　　摘 要：為轉變遼寧省小型水庫報汛模式，提高報汛效率及可靠性，在現有短信報汛工作基礎上，綜合運用云計算、大數據、移動互聯網等技術，采用基于云MAS短信報汛技術，Android和IOS 2種手機App開發框架，“一級部署、三級應用”等研究方法，開發面向省、市、縣各級工作及管理用戶的統一框架的小型水庫安全度汛信息管理系統，主要包括度汛信息管理系統和智能手機報汛巡檢App 2個部分，包含水庫報汛、巡查監管等10余項功能模塊。經過2 a 多的汛期運行，該成果在實際防汛工作中發揮重要作用，已經成為全省小型水庫報汛不可替代的重要手段。實踐檢驗表明：小型水庫安全度汛信息管理系統的研究與實踐工作是非常必要的，可實現從短信報汛向智能手機報汛的轉變，有效提高全省小型水庫報汛水平，為其他類似地區水庫報汛工作提供借鑒意義。

　　Research and implementation of small reservoir safety flood control information management system in Liaoning Province

　　Abstract： In order to change the flood reporting mode of small reservoirs in Liaoning Province and improve the efficiency and reliability of flood reporting, on basis of the existing short message flood reporting work, a unified-framework small reservoir safety flood control information management system for provincial, municipal and county levels and management users is developed by the usage of cloud computing, big data, mobile Internet, cloud MAS short message flood reporting technology, Android and IOS mobile app development framework, primary deployment, tertiary application and other research methods. The system includes 2 parts: flood control information management system and smartphone flood reporting and patrol inspection app, including more than 10 functional modules such as reservoir flood reporting, patrol inspection and supervision. After more than 2 years’ operation, the system has played an important role in the actual flood control work and become an irreplaceable important means for provincial small reservoirs flood reporting. Practices show that the research and practice of small reservoir safety flood control information management system is very necessary. The transformation from SMS flood reporting to smartphone flood reporting can effectively improve the flood reporting level of provincial small reservoirs and provide reference for reservoir flood reporting in other similar areas.
